Certification the bill requires
'Complies with UL 3700 for plug-in photovoltaic systems by UL Solutions or an equivalent certification by an equivalent Nationally Recognized Testing Laboratory'; installed and operated in compliance with IEEE 1547-2018.

None to the utility in the act text. The utility shall not require approval before installation or use, or fees; exempt from 30 V.S.A. ยง248 and interconnection agreements. Tenants must give the landlord 10 days' notice.
